What does the updated European ESPR ecodesign regulations entail? What products and product requirements are involved? What is the connection with circular design? What experiences are there already from different product groups?

Ecodesign

The European Commission presented a proposal for a new Regulation on Ecodesign for Sustainable Products (ESPR) at the end of March. ESPR stands for ecodesign for sustainable product regulation, formerly known as: Sustainable Products Initiative.

It includes new product requirements to make virtually all products more durable, reliable, reusable, repairable, easier to maintain, refurbish, recycle and energy and resource efficient in the short or medium term. Ecodesign is an important lever for sustainability and circularity because design determines up to 80% of the environmental impact of a product during its life cycle.

Comprehensive regulations

All regulated products also receive a digital product passport with product-specific information. This will ensure that consumers know better the environmental impact of their purchases. Furthermore, it facilitates the recovery, recycling or detection of substances of concern in the supply chain. The proposal also includes measures to end the destruction of unsold consumer goods, as well as a proposal for binding criteria for green public procurement as an incentive for sustainable products.

What product groups are involved?

The product groups have yet to be determined. The collection of suggestions for this is scheduled for the end of 2022. The Commission's preliminary assessment showed that product categories such as textiles, furniture, mattresses, tires, detergents, paints and lubricants should be prioritized. So should intermediate products such as iron, steel and aluminum.

Program Expert Cafe

In this session, the Ministry of I&W explains the frameworks of these upcoming regulations. CIRCO discusses the connection with circular design. A number of sectors will show what they are already working on and how they are preparing. The purpose of this session is to inform and exchange experiences and ideas about this.Questions to be discussed during the session:

  • What do the product requirements look like in the proposal?
  • What is the relationship with product passport?
  • What is the connection to circular design?
  • What are the main product groups being worked on?
  • What are the options for self-regulation within an industry?
  • What experiences already exist for different product groups?

This Expert Café is organized by CIRCO and Rijkswaterstaat from the platform Circular Design CIRCONNECT. This platform focuses on collecting and making available circular design knowledge. With the aim of accelerating the transition to a circular economy. CIRCO is initiator and booster of this platform. Meanwhile, 15 partners are participating and have made a start to further shape the platform.
